He left Naruto with the yin (relative good half) to attempt to tame and be an actual asset and took the other with him. That half was still stronger than all the other tailed beasts. He retained resources.

They had the uchiha, Hyuga, 3rd hokage and many more that was more than capable of sealing of defeating 1/2 of the nine tails
