As an African serving within the UN system, I know both the challenges Africa faces and the extraordinary potential it holds. I remain convinced that Africa’s greatest asset is its people. Our shared responsibility is to help create the conditions for the continent’s promise to be fully realised – by Africans, for Africa, and the wider global humanity. National Treasury has moved to correct what it describes as inaccurate public reporting on the Finance Bill 2026, clarifying that: ➠ 25% phone excise replaces existing 55.5% aggregate burden, not a new tax ➠ No 5% withholding tax on digital content monetisation in the Bill ➠ VAT on bread, motor vehicle circulation tax, mobile money data access and 2024 eco levy not in Finance Bill 2026 ➠ KSh 30,000 PAYE exemption did not make it into the Bill, still under technical review ➠ Virtual asset service providers face new reporting requirements, not a new tax ➠ Card payment interchange fees brought into withholding tax net following a court ruling ➠ Safaricom confirmed not a target of proposed digital payment services VAT provisions
