In none of the states shown are Republicans 40% of the registered electorate.
Vermont - No formal party registration, but 25–30% Republican based on election behavior
New Hampshire - 30–32%
Maine - 28–30%
Massachusetts - 9–11%
Connecticut - 20–22%
Rhode Island - 10–12%
Even in the strongest cases here, Republicans are around 30%, not 40%, and in some states they’re closer to 10–20%.
