A-WEB is an international organization established in 2014 during the Obama administration to expand overseas electoral assistance.
This period coincided with South Korea's first election of a UN Secretary-General and its active engagement on the international stage.
This international organization entered into agreements with the U.S. Agency for International Development (USAID) and the International Foundation for Electoral Systems (IFES), premised on supporting elections in developing countries.
From 2014 until just before USAID's closure, it appears funding channels connected to the U.S. side still exist.
It has approximately 100 member countries and engages in activities such as exchanges, forums, various educational programs, and exports.
Problems arose during the implementation of ODA projects. This is where the issues began. Korean politicians with close ties to Smartmatic encouraged Korean companies to develop electronic voting machines similar to Smartmatic's.
Subsequently, these machines were exported overseas as state-led projects. Exports occurred to various countries, including Iraq, Congo, and Kyrgyzstan.
