To those advocating for a wealth tax. These are the key questions you must answer ...
- who determines how much wealth an individual has? If I own a company, is the value based on an independent valuation by an auditor/accountant? For intangible assets that are unique (data, software, etc) what value metrics will be used?
- Is it based on the average value for the year or is it based on the value on a given day? For example if I own shares that dropped in value throughout the year, what date is the value deemed taxable?
- When a UK business licenses IP from a non-UK company such as data, patents, registered marks, is that deemed to be part of the wealth of the local licensee?
- If a business in the UK is loss making or pre-revenue but deemed to be of value by investors based on it's long term forecast, will it's value be calculated now at the point of investment or prorated based on the multi-year forecast?
- How will we arbitrate disagreements in valuation? If a large auditor deems a company to be of lower value than an investor, whose value is correct?
- If an employee holds unexercised options in a foreign company, and they are theoretically valuable if exercised are those options deemed to be of value in this tax year?
- If a foreign company owns UK assets, are they subject to wealth taxes?
- If the owner of a company holds shares through a trust or holding company that has a portfolio of assets that perform differently, how will you determine the beneficial ownership amount for the individual tax payers associated with that structure?
- If a person owns a minority stake in a company but is not on the board and has no controlling interest and the company is illiquid, what value do you put on this minority stake?
- If a Limited Partner in a fund agrees to a lock up period, what is their stake in that fund worth this year given that no amount is achievable in reality?
- If an influencer has 1M subscribers on social media and is earning £1M per year passively from content, are they deemed to be using a valuable asset to achieve these passive returns or is this just income?
- How do we value music catalogues? If an expert put a theoretical value on Ed Sheeran's publishing rights, does that trigger an additional wealth tax?
Now if all of that seems unworkable, you'd be right. None of these questions have clear answers. These aren't edge cases; if you look at the wealthiest people in the UK, these are the types of questions you'd need to answer.
And ultimately the answers to these questions would be so confusing and contentious that no one in their right mind would want to deal with the UK tax system. This is also why wealth taxes get rolled back almost every time.

@DanielPriestley I think Wealth Tax is the wrong term, surely it is Income derived from assets that should be taxed at same rate as from employment and also subject to NI as well?
