If you look carefully, the tubes are blocked off, that's why 4 gets filled first

@coffee_anytime Actually, it depends on the rate of liquid out versus the rate of liquid in.
Number 1 could potentially get filled first, if the rate-in was high volume enough, and could be maintained.
This scenario only works for a certain time. If the volume in gets cut off.

@coffee_anytime 3 will fill up first. The liquid will flow out the bottom part of 1 first, into 3. The tube to 7 is closed off inside 3. The bottom of the tube going to 6 is closed off. When the tube to 6 fills, the rest of 3 will fill up.

There are no lids to force the water level to go up past the drain going to #3. As 3 is fully blocked, the liquid simply spills out the top.
