If we look at it from a storytelling perspective it's still bad. A proper story needs the characters to grow. If anything he's just a hypocrite becoming worse or as bad as those who wronged him.

But if you look more into it this issue seems less about protecting children and more of harvesting our information more then anything else.

Look, it's not up to us to have a perfect answer. Wanna know who is responsible for having an answer? Parents are responsible for protecting their own kids. Websites are responsible for handling illegal things posted on their site.

As for their cellphones? Maybe if you are afraid of your kids getting into bad shit use parental controls and punish kids if you see they been trying to get around it.
