No, as a regular backbench MP (not a minister, parliamentary secretary, or member of NSICOP), Michael Ma would not have a Government of Canada security clearance. Clearances are issued strictly on a need-to-know basis. Government policy is that ordinary MPs do not need access to classified info, so they aren't granted one unless appointed to a specific role requiring it. No public record shows Ma holds any.

Alberta Premier Danielle Smith has started the process to obtain a higher security clearance so she can receive CSIS briefings on potential foreign interference in the province, citing frustration that the RCMP does not currently brief her government on such matters.
