Maybe Billy needed to be clearer - as the comments mention, Dovaston is the first choice small forward in the pool. But many teams won't have a pick before he is taken. For those teams, and those that miss him, Peucker is Billy's suggested back-up plan.

No expansion club outside of NM have won a flag, or even made a GF. Foundation clubs currently fill 6 of the top 8 spots. They don't look too weak currently

Here, WCE lose the better picks & make a points loss. That's before those picks get further downgraded via bids
