PART 2 of 4: THE TABLE THAT CANNOT BE WRITTEN AWAY
ON THE CUDJOE BROTHERS AND THEIR REMARKABLE CAREER PIVOT.
Franklin Cudjoe has spent years, admirable, productive years, fighting for free markets, fiscal discipline, and government accountability at IMANI Africa. We have read his work. We have respected his arguments. We have occasionally agreed with him.
Then something happened.
Nobody knows exactly what. Perhaps there was a meeting. Perhaps there was a phone call. Perhaps there was a very persuasive lunch in Accra with excellent jollof rice and an envelope that arrived for dessert.
We do not know. We were not there.
What we know is what followed.
Franklin and Kay, the Cudjoe brothers, whatever the precise nature of their relationship, a matter I leave entirely to their birth certificates and family reunions, are now writing forensic series defending a government that collected GH¢39 billion in cocoa revenue and somehow misplaced the farmer's share of it.
IMANI Africa. The free market think tank. The institution that once held every government's feet to the fire. Now holding the NDC's coat while the farmer waits nine months for payment.
Friedrich Hayek is spinning in his grave so fast he could power the national grid.
The road to serfdom, it turns out, is paved with COCOBOD Files and hired pens.
And the market rate for a hired pen, in case you are wondering, appears to be seven installments, several philosophical citations, and one very deliberate silence about thirty-nine billion cedis.
Competitive pricing. The farmer, unfortunately, cannot afford it.
ON THE 2017 COMPARISON THAT NO HIRED PEN CAN WRITE AWAY.
Let us do something radical in this debate. Let us compare. Side by side. Like adults. Without philosophers.
JANUARY 2017. NPP TAKES OFFICE.
1. Inherited debt: GH¢19.67 billion. Documented. In a board memo. That we produced. That we attached. That we named. That nobody, not Kay, not Franklin, not the entire COCOBOD Files series, has refuted with a single counter-document.
2. Unpurchased cocoa on farms: 400,000 tonnes. Farmers already waiting.
3. Syndicated loan of US$1.8 billion: completely exhausted before the NPP wrote a single cheque.
4. International cocoa price: collapsed by 38% in the same year.
5. Debt, Empty treasury, Unpaid farmers, Global price crash. All at once, Simultaneously, In the same year.
6. Farmer price cut: Zero.
7. Months farmers went unpaid: Zero.
JANUARY 2025. NDC TAKES OFFICE .
1. Inherited debt: GH¢26 billion. Acknowledged. Not disputed.
2. Restructured bond profile courtesy of DDEP: Yes. Already done for them.
3. IMF programme already negotiated: Yes. Already arranged.
4. International goodwill and fresh mandate: Yes. Handed to them by voters.
5. Kay Codjoe's forensic roadmap of every institutional weakness: Freely available online. Published in advance. A gift.
6. COCOBOD revenue collected in 2025: GH¢39 billion. Reported by their own Finance Minister.
7. Farmer price cut: GH¢700 per bag. First time in 100 years of cocoa history.
8. Months farmers unpaid: Nine, And counting.
Someone take this table to Kay Codjoe's editorial desk and ask him to explain it.
Not with Schopenhauer. Not with a hired pen.
With arithmetic.
A hired pen's job is to make sure this table never trends. A free pen's job is to put it in front of every Ghanaian who grows cocoa.
We know which pen we are holding. The question is which pen Kay is holding, and who is paying for the ink.
ON THE NUMBER KAY CODJOE PUBLISHED THAT MADE US LAUGH, THEN CRY, THEN LAUGH AGAIN.
In a recent response, written with great confidence and, I suspect, a very satisfied expression, Kay Codjoe published the following to prove the NDC is being generous to cocoa farmers:
The official producer price of GH¢2,587 per bag is 58.6% above the global market benchmark of GH¢1,631.
He published this as a defence.
A hired pen published this as a defence.
We read it as a confession.

We will continue to hold this NDC government accountable and shine light on what we see as its failures. One of the agenda 111 hospitals at Trede, which was completed under Fmr. President Nana Addo Dankwa Akufo-Addo but has been left unused and allowed to deteriorate. This could help reduce the overwhelming pressure on KATH and improve healthcare delivery in the region but John Mahama and NDC says no. Incompetence and nonchalance at its peak! It’s a shame!

Almost every ministry seems to be complaining that funds are not being released to them. I’ve had representatives from various ministries reach out to explain why it appears their ministries aren’t functioning effectively, and the common explanation is the same…they’re all blaming Ato. How is it possible that everyone is pointing fingers at one person? 🤔

Hon. Akandoh’s latest stunt is the definition of misplaced priorities and empty grandstanding.
Suspending the CEO of Komfo Anokye Teaching Hospital (KATH) is not just illegal and misguided. How does suspending him solve the problem? Make it make sense? It is a cheap political distraction that solves absolutely nothing.
Let’s be real: How does firing a hospital administrator fix overcrowding? Our doctors and nurses are already treating patients in hallways and on floors because the demand is overwhelming. What does Akandoh want next? For the CEO to start treating patients in the car park?
If the minority wants to talk about accountability, let’s look at the real bottleneck. We have three completed hospitals right here in the region that could instantly relieve the pressure on KATH. Trede district hospital, Oforikrom district hospital, Ashanti regional hospital Sewua 250 bed facility. Instead of operationalizing these facilities, the current leadership at the Ministry of Health is busy paying security personnel to stop citizens from filming the reality on the ground.
The constant vilification and shifting of blame onto our hardworking health professionals is unconscionable. This isn’t a leadership problem at KATH; it is a systemic failure of government execution and a desperate attempt by the Minister to cover up his own shortcomings.
We don't need scapegoats, we need those completed hospitals opened, and we need them opened now.
Stop the politics. Open the hospitals. Protect our patients.

The legal team of Kwame Baffoe Abronye has duly submitted his passport this morning to the Registry of the High Court in Accra.
Kwame Baffoe Abronye is currently pursuing an Advanced LL.M. in Energy Law under the North Sea Energy Law Partnership, a programme jointly offered by leading European universities, including the University of Copenhagen, the University of Groningen, the University of Oslo, and the University of Aberdeen.
According to our checks, Kwame Baffoe Abronye is expected to complete the programme in October 2026 and is currently the only African student enrolled in the course.
However, the Government of Ghana has restricted him from travelling outside Ghana. The restriction was granted by the High Court upon an application by the Attorney-General, acting on behalf of the Government of Ghana.
It should also be noted that Kwame Baffoe Abronye has so far paid €21,000 out of the total €28,000 tuition fees required for the programme.
Meanwhile, his legal representatives, Kojo Oppong Nkrumah & Associates, are currently at the High Court in Accra attending to the remaining documentations related to the matter

It is quite ironic that the same merchants of probity and accountability now suggest a Ghanaian needs an audit license to decipher the truth of our national accounts.
The BoG recorded a total loss of GH¢34.9bn. Focusing only on the 'operating' portion is a pretense that undermines transparency. Having the humility to admit the full scale of our challenges is the first step to recapitalizing the Central Bank a necessity their own financials make clear.
