Does David Frost remember we held referendums to assess the public's support for devolved institutions? It's antidemocratic to call for the rolling back of devolution just because you don't like the governments elected to run those devolved institutions.

This seems totally counter-intuitive both to overall net zero goals, and also for a city actively trying to improve air quality by introducing an LEZ. Not everyone who owns, or wants to own, an EV lives in a suburb with a private charger and a cheap electricity tariff.
