He was at city level against Sukuna because Sukuna is city level. He was at sub-light speed level because Dabura entered sub-light speed level. And as far as I know, no viltrumite has anything in their arsenal that can one shot Mahoraga meaning that, Mahoraga will eventually adapt to planetary level feats.
