[BREAKING NEWS] Suspended SAPS Organised Crime Boss General Shibiri—Who Allegedly Accepted R80k From Cat Matlala and Interfered with Investigations—Has Been Fired After Being Found Guilty of Bringing SAPS Into Disrepute The South African Police Service (SAPS) has dismissed Major General Richard Shibiri, the former Component Head for Organised Crime, following the conclusion of internal disciplinary proceedings. SAPS confirmed that the disciplinary process was conducted according to its regulations and principles of procedural fairness, resulting in a finding of misconduct against the senior officer. According to SAPS, Shibiri was found guilty of conduct that brought the organisation into disrepute, including associating himself with a known criminal. Testimony before the Madlanga Commission focused on allegations that Shiburi received between R70,000 and R80,000 from controversial businessman Vusimuzi “Cat” Matlala, who has been linked to organised crime allegations. During proceedings, Shibiri reportedly provided different explanations for the payment, claiming it was either a private loan to repair his son's vehicle or to fund construction work at his property. Evidence presented to the commission indicated that he had sufficient funds in his bank account at the time, while investigators also highlighted spending on luxury brands, including Gucci and Louis Vuitton. The commission further heard allegations that Shibiri compromised police investigations by providing Matlala with sensitive information, including warning him about a police raid at his residence in December 2024. Additional claims linked him to interference in the Armand Swart murder investigation and a R300 million drug bust in Aeroton. SAPS has confirmed that the disciplinary process has now resulted in his dismissal.
