Whether it's true or not, this is common practice in communist and post communist countries, like Romania for example.

If you ever dealt with paperwork, you know how easy it is to commit fraud ... some hard to detect.
The most common voter fraud from a few years ago was to switch the two numbers.
If Trump got 16 votes in a district and Bidon got 3, you'd fill out the forms 16 to Biden and 3 to Trump... so even if you get caught, it was an honest mistake, not necesarily criminal. @grok
The other common type is to get the information of voters and fill out the papers with it yourself, as democrat insider. @grok
