The Chief of Defence Staff, General Olufemi Oluyede advocated “REHABILITATION OF REPENTANT TERRORISTS”.
2: Nigerians were alarmed. That is understandable.
3: The context of CDS Oluyede’s statement is “if those terrorists willingly surrendered, what happens”? They have evidence of terrorists surrendering to the Nigerian Army.
4: Under Geneva Conventions, anyone who clearly indicates an intention to surrender including those deemed terrorists, must be treated as “HORS DE COMBAT” (incapable of fighting) and cannot be targeted.
