Coinbase and Paypal circumvent the GENIUS yield law. The GENIUS Act, enacted on July 18, 2025, prohibits stablecoin issuers from offering interest or passive yield (typically 3-5%) to holders, aiming to position stablecoins as payment tools rather than investment products. @coinbase and @PayPal exploit a loophole by not being issuers themselves. Coinbase offers ~4.1% APY on USDC (issued by Circle), and PayPal provides ~3.7% APY on PYUSD (issued by Paxos). Both frame these as "rewards" or "revenue-sharing," not interest, arguing the law doesn't apply to non-issuer platforms. Critics, including some lawmakers, argue this distinction is semantic and undermines the law's intent, potentially inviting future regulatory scrutiny. These rewards lack federal insurance (e.g., #FDIC) and could be revised unilaterally. The loophole may consolidate market power among large platforms but risks closure if regulators tighten rules.
