The first NCAA Harbaugh investigation went on so long that it just became accepted as him "buying a kid a cheeseburger." But it was a dead period. The main violation was that he met w/ the recruits at all. And he met with two. And then lied about it over and over. (1/2)

But tattoos were a serious rules violation? Cheating is cheating, and knowingly lying about it should get you in trouble. It did for Tress and it did for Harbaugh.
