The IRGC still have ground troops and stocks of missiles and drone boats to increase risk and jack up insurance rates and cause shipping vessels and crews to refuse to sail through out of fear they will be hit. They do not own the Strait but they can send unmanned speedboats loaded with explosives which is really annoying.
