Tribunal Orders Daughter of the ANC First Deputy Secretary-General, Katleho Mokonyane and Partner to Repay Over R14 Million in Irregular Covid-19 PPE Tender Scandal The Special Tribunal has ordered Katleho Mokonyane and her business partner Bonelela Mgudlwa to repay more than R14 million received from irregular Covid-19 personal protective equipment contracts awarded by the Mpumalanga Department of Health in 2020. Judge David Makhoba ruled on 25 March 2026 that the contracts were constitutionally invalid and void from the start. The contracts involved the supply of 60,000 surgical masks and medical jumpsuits to the department. The Health Department paid R1,080,000 for the masks and R13,297,500 for the jumpsuits. Their company, Tark Group Pty Ltd, formerly known as Tuwo Rhodesia, secured the deals through a process that bypassed normal procurement rules. The Special Investigating Unit showed that the tender deviated from transversal contracts, involved only one quotation, and skipped required bid committees under the Public Finance Management Act. The supplier also lacked a SAHPRA licence. Katleho Mokonyane, daughter of ANC First Deputy Secretary-General Nomvula Mokonyane, and Mgudlwa failed to disclose conflicts of interest, including family and previous employment links. Judge Makhoba found that Katleho Mokonyane and Bonelela Mgudlwa acted fraudulently and dishonestly. He rejected their defence that the goods were delivered and used. The pair, represented by Mtshabe Attorneys, must repay the funds and cover the SIU's legal costs. The Mpumalanga Department of Health did not oppose the application.
