But you still basically only can chose between two rulers. The majority opinion is to not go to war, yet the regime still went. How is that democracy?

If you start coloring language with judgment too soon, you risk not allowing yourself to go deep enough in imagining how they think. Or end up caricaturizing them & drawing naive conclusion.
