@ClickonAlpha @m_laiko Billie Jean was not referenced by Araki, again. That was a localization change. He didn’t specifically reference it himself & it isn’t off the table because Araki would later use another localized part 3 reference for the names of different characters.

Others who were given discs could control their stands just fine & so could Emporio who also already had a stand like Jolyne & FF

it's also worth noting that the visual style is to represent the characters in the overworld having very simple dark dots for eyes unless they are wearing glasses. The interpretation of the one on the left would make him the only NPC with eyebrows in the overworld...
