From my vantage: on proposed Indigenisation of the Gold sector The reservation of small to medium scale gold mining exclusively for Zimbabweans will damage the sector and further weaken Zimbabwe’s claim to be a serious destination for FDI. Artisanal gold mining is already overwhelmingly local, informal and, in many cases, environmentally destructive. It often requires less than US$5,000 to begin; a few men, a pick, a shovel, a hammer mill arrangement somewhere and hope. If the Ministry is genuinely trying to solve environmental damage, fiscalisation and regulatory compliance, banning foreign capital is like trying to cure malnutrition by closing the supermarket. The answer is capital, mechanisation, traceability and enforcement. That requires investors willing to risk US$50,000, US$100,000 or US$1 million in a sector local banks barely understand and most Zimbabweans cannot finance. That is why the participation of Chinese and other foreign miners has been necessary and in many cases welcome. They bring equipment, appetite for risk, working capital, processing discipline and a willingness to operate where formal finance will not go. Yet the Ministry now says foreign participants must either produce above 20kg of gold per month or invest more than US$15 million to remain in the sector. If this is the new threshold, the Ministry is smoking something and it is unlikely to be legal. A US$1 million investment in Zimbabwean gold mining is already significant. Even Kavango, a London and VFEX-listed gold company, has raised amounts below US$15 million for its Zimbabwe gold operations. So how exactly was US$15 million arrived at? By geology, economics, production data, or ministerial astrology? Again, we must ask: what is the Ministry solving for? If the problem is environmental damage, enforce environmental law. If the problem is gold leakages, fix traceability and the buying regime. If the problem is fiscalisation, require audited production records, tax clearance and delivery through authorised channels. What this policy does is far lazier. It confuses foreign capital with disorder and imagines that exclusion is strategy. Books such as Why Nations Fail have made much of weak institutions as a constraint on development. Fair enough. But too little is said about the other great African growth killer, ie simple bad policy, written in a boardroom, announced with patriotic confidence and inflicted on the productive sector like a tax on common sense. Bad policy in the middle of a gold supercycle is patently dangerous, because when the tide reverses, we will have nothing to show for it. Zimbabwe cannot invite capital on Monday, threaten it on Wednesday, and then wonder on Friday why investors prefer Zambia, Mozambique, Tanzania or anywhere else with less drama. If the objective is a formal, productive, environmentally compliant gold sector, then Zimbabwe needs more capital in small and medium scale mining, not less. This policy achieves the opposite.

Creating policies or regulations as an act of desperation or militaristic charisma often doesn’t yield positive synergies. Imagine if the policy had allowed for a period of monitored improvement in both gold production and environmental considerations/remediation as an incentive for current producers (makorokoza, SME to large scale ones)? That will create a clear timeline with measurable performance indicators. Only after periodic checks will those who fail to comply get the shorter end of the stick and those who meet the performance requirements get rewarded.

This fat guy is just an idiot with access to state coffers courtesy of a corrupt head of state. He has exposed massive capture of the police and criminal justice system in the country. He is not just a coward in proximity to coercive state apparatus, he is a disaster to everyone he gets close to. This interview also exposes the pressure the obese guy is under with respect to his association with @CyrilRamaphosa . It is clear there is pressure to create an impression that President Ramaphosa didn't know the guy before their meeting at Precabe Farm early this month. That is the message all this hullabaloo was meant to portray. However, the spin was done shoddly, childishly and with overzealous intentions of also trying to show that "akachibata kuti dzvii!" The fat guy is definitely in a hole, the best thing was to stop kupaparika, stop digging. At times when you are caught off-side, taking time wakanyarara does a lot of good to the bad situation. Anyway, benzi rikawana mari it amplifies the stupidity.

Today, I joined fellow Ministers responsible for Housing, built environment professionals, local government institutions, and strategic stakeholders at the Dialogue Session on Transforming Informal Settlements and Slums for Housing during the ongoing World Urban Forum 13 in Baku, Azerbaijan. The session offered valuable insights into Azerbaijan’s response to urban informality following refugee migration after the collapse of the Soviet Union in 1991. A key takeaway was the importance of first recognising the realities of informal settlements before implementing inclusive and sustainable solutions supported by political will, economic viability, and community participation. Discussions also highlighted that over 1.1 billion people globally reside in informal settlements, with women and children remaining the most vulnerable to climate-related challenges. The need for community-led upgrading, policy reform, and integrated spatial planning remains central to building resilient and sustainable cities.
