The formulation jointly forged, jointly written, jointly created, and jointly cultivated originates from Xi's articulation of the community for the Chinese nation and also appears in the preamble of the Ethnic Unity and Progress Promotion Law of the PRC, adopted this March. For me, here, the mainland is emphasizing to Taiwan: we are inherently one. China's achievements and glory belong to both sides of the Strait. This is not merely about who belongs to whom, but rather an elevation to the idea of who you fundamentally are. The phrase "the territory must not be divided, the state must not fall into disorder, the nation must not be fragmented, and civilization must not be disrupted" serves as the value anchor of the entire passage. "The territory must not be divided" emphasizes territorial integrity. "The state must not fall into disorder" emphasizes political order. "The nation must not be fragmented" emphasizes communal cohesion. "Civilization must not be disrupted" emphasizes historical and cultural continuity.
