The fundamental flaw in our current system is the heavy concentration of power at the center. Managing waste for 20 million people cannot be done from a single headquarters; we must devolve this responsibility to the Local Governments. The State’s role should be strictly policy, direction, and supervision. We need to get the LGAs and Wards off the sidelines and put them on the front lines of collection and enforcement. To drive results, we must introduce a ‘Name and Shame’ policy. Let us publicly rank the cleanliness of our wards. When a community is castigated for being the dirtiest in the state, the local leaders and constituents will be forced to take ownership. True innovation isn't just about more trucks; it’s about decentralizing accountability. If you want a cleaner Lagos, you have to empower the people closest to the streets to manage them.
