Nimbyism is the biggest factor here. Permitting delays lead to quantifiable revenue loss. Data centers can generate $10B per GW per year. Meaning just a few months delay = billions in lost revenue. When comparing terrestrial vs. space economics, revenue loss from permitting delays needs to be factored into models. And permitting delays will no doubt get worse. Hence, why power / data center build-out on Earth gets harder over time. But in space, it becomes easier (as you get better at it). If/when nimbyism gets so bad that delays broadly turn indefinite, the economics comparison swings even harder to space. Or they just become irrelevant at that point.

A note from the future: In the intercrisis period of the early '20s, the West mistook a civilizational transition for a normal business cycle. Policymakers thought they were managing inflation and employment. pub blockchains are type1 civi tech for a planet without any type1 thinking. As an example, the space industry should be a type1 industry but it isn't 'cause no one thinks in a type1 way. However, a pub blockchain could help solve this problem.
