Why is consciousness so rare in the universe?

@elonmusk @Kekius_Sage I have a theory. If we evolve into AI, and most sentient beings do. It solves the Fermi Paradox. No need for resource competition, no need for war, no need for expansion. I think intelligence is everywhere, its just not very loud.
