I was under the impression that they already have their orders: if communication goes down, they're to fight independently. Iran's military is structured differently because of what happened in Iraq. They learned from that. From what I understand, they've decentralized their forces, broken them up into something like 30 different sections, each capable of sustaining itself without central command. That changes the game entirely. You're not fighting one army with a single chain of command. You're fighting dozens of autonomous units that keep fighting even if leadership is taken out.
