To businesses that are planning to open prior to May 12: We're trying to phase openings in. We're trying to continue to buy us some time so that we don't have the curve going straight up again. We would say if you open up early, it's a mistake. We hope people will follow the law.

Wearing face coverings won't happen forever, but if we want to get back to work, we have to protect our employees. To not wear masks would be negligent and a mistake. We have to protect these employees.

The virus is still out there. It is still killing people. The more we open up, and the more contacts you have - no matter how careful you are - cases are going to go up. This is a balance. To throw the doors open on May 1 would be totally irresponsible.
