This is actually a very humane solution.
When I was a kid I got chased/bitten by a neighbors dog and it was immediately euthanized and the owner got a huge fine.
He's training these dogs not to bark at/bite strangers in the road, and some stinging eyes is a good compromise.

i dont understand why people are mad at this. god forbid your first seed is a seed where you spawn in a cave or in the middle of the ocean or bumfuck nowhere with no trees or structures in sight. god forbid the player have a good experience their first time playing
