CleanStart is a great initiative. If CoF could share information on the mobile unit’s daily location and utilization, the community can help the city optimize its operation to serve more unhoused neighbors, by analyzing the data and making data-driven recommendations.

Tonight we officially launched the CleanStart Mobile Hygiene Unit. The CleanStart unit is comprised of a 50-foot truck and trailer, fitted with bathrooms with showers and washer/dryer units. The CleanStart unit will provide services in coordination with existing programs.

We need to help monitor the success rate of Fremont HNC: 1. Bus ticket out is not a success. 2. Up to six months follow-up is not enough. Follow-up at least one year after clients’ exit. 3. Detailed exit tracking records are required not just summary numbers.

The cost estimation about the proposed HNC is out in city report 3878. There are many issues in the cost estimation about the Decoto site. Check out the sidewalk issue below. City staff wasn't planning on building a proper sidewalk for the Decoto site (Exhibit B-1, B-2, B-3).

How did City Staff get their OpenTownHall survey results in report 3878? The most updated online numbers indicate 1295 people selected City Hall site as their preferred choice. No mechanism of withdrawing survey results is known. City Staff, why do you keep getting things wrong?

Here is the final HNC OpenTownHall survey result. From all the previous council meeting speeches, to 3 workshops, to endless online and offline engagements, the community’s voice is: City Hall is the ONE and ONLY place to build HNC. At City Hall, make it successful. Set a model.

Decoto site is undeveloped, and it needs extensive site preparation prior to construction: cleaning land, grading, replace soil, soil compaction. The cost for all these is expensive. Choosing Decoto site for HNC is like “opening a can of worms”. Are we ready?

About water and sewage line cost, City Staff got it wrong. It is much cheaper at the proposed HNC City Hall site compared to the proposed HNC Decoto site.

According to city proposed layout plan, the existing PG&E pole is too close to HNC buildings at Decoto site. To meet safety clearance codes, the buildings need to move 8+/- ft away from the PG&E poles, remove trees OR relocate the PG&E poles. The cost associated can be very HIGH.

Building HNC at the City Hall site, right by City Hall, would provide city staff first hand feedback of HNC's operational impact. It is steps away for City of Fremont to closely and conveniently monitor its management. Build HNC at City Hall site. Make the first HNC a success!
