Enrollment in Colorado’s schools has steadily declined since 2019, while education spending on non-academic staff has skyrocketed. Colorado embraced the Whole Child model (WSCC) which has turned schools away from their academic missions and made them into hubs for social services such as mental health, Social Emotional Learning, School Based Health Centers, and food distribution centers.
