For those that don't know, this is a ridiculously difficult technique to pull off. 4 shaku is roughly 47 inches; this is a little longer than the majority of European longswords. As with the longer longswords they weren't practical to carry so the sheath was for protection during storage and transport and you'd typically have plenty of time to remove it before battle, so this kind of unsheathing is of limited practical utility. However, the ability to do it is a way of demonstrating mastery of the martial art. Note however that it's also difficult to draw a three shaku blade (blade length ~36 inches or so) and that *is* a sword you can carry at your hip. European sabers, for comparison, have blades from 30-40 inches long and average out around 33-34, but they had shorter grips (as one-handed weapons) and Europeans are a bit taller than the Japanese on average, so they were about as long as possible while still being easy to draw from the hip one-handed, while a three-shaku sword is a bit over that length. Reach is incredibly important in melee combat, so having as long a sword as was practicable was important, and so if you could master a difficult draw technique, your limit wasn't the length you could draw but rather the length you could carry at your waist. So while drawing a four-shaku sword like this is mostly a demonstration of skill, it's not purely without practical use, and is derived directly from the techniques for drawing a three-shaku blade which was absolutely used on the battlefield.

The 'racial conflict' as he says is in regards to "who you're fighting" so the race conflict in his mind is Chris and Sheva going around killing folks. He thinks that, despite "in regards to who you're fighting" is actually to stop the wannabe 'superior being' Wesker to save the people with the help of local agents. He saw it as surface level as Chris shooting black people and decided it was a race conflict with the locals. He didn't say Wesker was in a race conflict he said "who YOU'RE fighting" as in Chris, and had to ignore characters like Sheva and Josh Stone for that narrative.

This speech is the reason this reboot exists. The writers thought about putting this on screen and THEN they found a vehicle for it. Using existing properties is a short cut to get to lecture you. Having to come up with a new one is work they’re not interested in.
