Tim had WBO and WBC belt. Madrimov had WBA. IBF was vacant going to Bakhram. Madrimov was ranked #1 while Tim had more belts. Which put them in the top two.
Charlo rejected fighting all of them which is how he lost his belts.

This is boxing fans for you. Boots put himself in position to fight @terencecrawford for the undisputed welterweight championship. The mandatory was ordered by the IBF but Bud said he only wanted Mega Fights. Then he fought MADRIMOV!!!. Instead of fans being angry they didn’t get an epic Bud vs Boots fight. They lol at Boots because he didn’t get his big shot. Its disgusting out here
