Here is the part I want you to pay attention to. After the audit caught him, Frank Oliver Kpodo was not fired. He was transferred. From Director of Procurement at the Ministry of Defence to Director of Finance and Administration at the Ministry of Lands and Natural Resources. Read that again slowly. The man flagged for moving GHS427 million in unearned salaries is now in charge of FINANCE at another ministry. The Public Accounts Committee recommended interdiction 3 weeks ago. The Auditor-General recommended his name be deleted from the payroll. He is still at his desk. In any serious country, that alone would be the scandal.

Frank Oliver Kpodo was at the time serving as Director of Procurement at the Ministry of Defence. His unearned salaries featured prominently in a recent report by the Auditor-General on the processes by which government employees were paid from January 2023 to June 2025. The report details a near-broken system leaking money to thousands of civil servants, most of whom had done little to no work over the period. The Auditor-General reported that more than 6,000 government employees received more than GHS800 million in unearned salaries, but Mr Kpodo alone allegedly received more than half of this amount – that is, GHS427 million. He benefited from the NPP - funding, support, everything. Just last year, he was fully aligned with the party, even campaigning for Kennedy Agyapong during the January presidential primaries. Fast forward to April, and suddenly he’s launching his own party called- “ The Base.” Just like that ? Let’s be honest, at some point, many of us believed “The Base” was directly linked to Kennedy Agyapong himself. After the January primaries, we all saw the signs: flyers, banners and even branded buses with Ken’s face connected to this so called Base movement. Yes he denied it but the optics never really went away Now it turns out the official launch of the party is being driven by one of his strong supporters “Agya Koo”. That only raises more questions than answers. So let me ask the obvious questions: 1. Will the NPP still trust someone like Agyakoo with any inside access? Because this kind of switch up doesn’t show loyalty. 2. Who is really behind this new party formation? Is it truly Agya Koo acting independently, or is this indirectly sponsored from within the NPP party to destabilize the NPP ? Honestly the dots are starting to connect a little
