This is actually federally legal, on a closed bolt semi-auto. The rip cord is the "trigger", and pulling it back a little bit is the "single action of the trigger" that would fire 1 round. Each "little bit" more you pull is another single action of the trigger. Therefore it is semi-auto. Each firing requires more pull. Could be done today using one of those crank trigger add ons. Just remove the crank and wrap a string around it multiple times. Pull spring to fire.
