Estonia built digital voting with blockchain verification in 2014 and still requires physical ID cards plus PIN codes. Their system processes 44% of all votes digitally but took 8 years of testing before full rollout. We're debating voter ID while our election infrastructure runs on Windows XP machines from 2005. Georgia's new system cost $107M and still uses paper backups because the digital layer isn't bulletproof. The real bottleneck isn't who can vote, it's building systems that can handle 160M voters without crashing on election night. Fix the tech stack first, then optimize for security.
