Statistics professor here to explain. Out of 1,000,000 people: The 1 that has it, has a 97% chance of testing positive. Assume they test positive. Of the 999,999 that don't have it, 97% will test negative, and 3% will test positive. 3% of 999,999 is 30,000 false positive tests. So, out of 30,001 who tested positive, only 1 has it. That means if you randomly test positive, the chances you have it is about 1/30,001, or 0.003%. Note: The description says "randomly" test positive, implying you were randomly selected, rather than being selected based on symptoms, which would change the math.
