You are right about culture and institutions being important in shaping the resulting society. But it is misleading as well to put them in opposition to genetics. They go hand in hand, evolving together. Culture and institutions are the environment in which individuals compete for success. They shape the genetic distribution of the population, which then fosters adjustments to institutions... Populations' inclinations have fostered their society's culture which in turn has influenced which individuals prosper in that society for generations.
