This doesn't sound fun at all. If it were up to the man, every one of these "non sexual" makeout sessions would lead to sex. And if sex doesn't happen, sexual frustration will happen. So the woman is getting what she wants 100% of the time, whether it leads to sex or doesn't, and the man randomly gets sex depending on her whims. And if he expresses annoyance or frustration, then you can accuse him of being emotionally underdeveloped because he doesn't "understand and prioritize non-sexual touch." This honestly sounds like a weird power-play game where the woman takes some kind of sick pleasure in toying with her husband's sex drive and desire, and the teasing and denial is part of it
