EXPLAINED - DATA ROLL-OVER AND SHARING South Africa's telecom regulator, ICASA, has mandated automatic rollover of unused mobile data, voice, and SMS bundles starting in 2027. Data rollover means that any unused data at the end of a bundle’s validity period will no longer automatically disappear. Instead, it will be carried over into the next billing cycle at no extra cost, provided the customer’s number remains active. The rolled-over data must be treated under the same conditions as the original bundle, such as speed and access. Short-term bundles of seven days or less, as well as promotional and uncapped packages, are excluded. The aim is to stop consumers from losing money on data they have already paid for, a problem that has mainly affected low-income users who buy small bundles frequently and struggle to use them before expiry. Unlimited sharing allows customers to transfer unused data to other users on the same network without limits on how often this can be done. This means families or small groups can pool data, reducing waste and lowering overall costs. For example, a parent could share unused data with a child or spouse instead of letting it expire. MTN and Vodacom previously argued that forcing rollover and unlimited sharing would undermine how data is priced and managed. Their core concern is the loss of so-called “breakage revenue” — money earned from data that expires unused. Cell C and Telkom have also raised concerns, warning that the rules could squeeze margins in an already competitive market and make it harder to recover heavy investment in networks, spectrum and power backup systems. WHAT YOU NEED TO KNOW 1/ ICASA first introduced data expiry reforms in 2018, but operators continued limiting rollover. 2/ MTN and Vodacom together control over 70% of South Africa’s mobile market. 3/ Mobile data is the main form of internet access for more than 80% of South Africans. 4/ South Africa had 127 million active cellular connections in late 2025, equating to 196% of the population due to multiple SIM usage. 5/ Expired data generates billions of rand annually in unused bundle revenue for networks. 6/ Lower-income users buy smaller bundles more often, making them most exposed to expiry losses. 7/ Several countries, including Brazil and India, have restricted data expiry practices. 8/ Mobile data traffic surged significantly in recent years, with Vodacom reporting a 36.4% increase in 2025 financial year. 9// MTN saw a 23% rise in mobile data traffic from H1 2024 to H1 2025. 10/ Telkom's mobile broadband data usage grew by 24.1% in the same period. South Africans can bring Starlink equipment into the country without smuggling it over the border illegally. The truth is that plenty of Starlink products already have type approval in South Africa and are being cleared through South African Revenue Service customs offices at border posts without issue. @mybroadband previously spoke to several unofficial distributors of Starlink kits, who were bringing dozens of these products into the country without hiding them from customs officers. They explained that they did not have to smuggle the hardware into the country and could declare it without issue using type-approval certificates. The only case in which a kit would need to be smuggled is if someone wanted to avoid paying import duties on the products, which is illegal. mybroadband.co.za/news/broadband…
