Trois ans après les Jeux de la Francophonie organisés à Kinshasa du 28 juillet au 6 août 2023, des centaines d’entreprises et des milliers de travailleurs attendent toujours d’être payés pour des prestations réalisées à la demande de l’État congolais. Ces entreprises ont construit, livré, mobilisé des équipes dans des délais contraints pour permettre à cet événement international d’exister. Aujourd’hui, elles sont laissées sans réponse, certaines au bord de la faillite, pendant que leurs employés attendent des salaires dus depuis des années. Ce n’est pas un simple retard administratif. C’est une question de crédibilité et de responsabilité. La Francophonie, à travers l'@OIFrancophonie repose sur des principes clairs : confiance, coopération, respect des engagements. Comment prétendre jouer un rôle de leadership, voire aspirer à influencer cette organisation, lorsque des engagements pris dans ce même cadre restent non honorés ? La question n’est pas seulement financière. Elle est politique. Car lorsqu’un État ne paie pas ceux qui ont contribué à un événement international qu’il a lui-même accueilli, cela envoie un signal très préoccupant : ▪️sur la fiabilité de sa parole, ▪️sur le respect du secteur privé, ▪️et sur la valeur accordée au travail de ses propres citoyens. Et pendant ce temps, la communauté internationale continue de projeter une image de normalité, voire de succès... Cela soulève une question légitime : s’agit-il d’un problème de moyens, ou d’un problème de priorités ? Dans un contexte où les ressources existent, mais où les urgences sociales restent non traitées, il est difficile de ne pas s’interroger sur les choix opérés. D’autant plus lorsque l’on voit circuler, ici et là, des liasses de dollars brandies sans retenue, comme si l’abondance financière ne faisait aucun doute, mais qu’elle semblait simplement orientée ailleurs que vers les besoins essentiels de la population. Avant de prétendre à un rôle moteur au sein de la Francophonie, il serait plus cohérent de commencer par honorer ses propres engagements, en particulier ceux pris dans le cadre d’un événement aussi symbolique. La confiance ne se revendique pas. Elle se mérite. CLARIFICATION OF INCIDENT AT WASHINGTON DC HOTEL An unarmed member of the security detail of a Rwandan VIP staying in a Washington DC hotel inadvertently encountered security agents of a DRC delegation in a hotel hallway accessible to all guests. Both delegations were staying at the same hotel. The Rwandan detail member was briefly restrained from accessing the elevator by the DRC security agents, which was inappropriate and wrong behavior in a common area, but the matter was eventually resolved without further escalation. Following this incident, the Rwandan party made a decision to change hotels, but were harassed and filmed by unknown persons as they checked out and departed. Despite this provocation, the Rwandan team was restrained and professional at all times, and carefully avoided any confrontation. There has been gross misrepresentation of what transpired, including blatant dishonesty by the DRC Minister of Information in a press conference last night. These contemptible lies should be disregarded and condemned. END

Et c’est précisément là que commence le vrai désespoir : quand tout est interprété à travers une seule obsession! Quand chaque zone d’ombre devient un prétexte, ce n’est plus de la communication, c’est une fixation. Avoir un ministre de la Communication qui ne cherche plus à comprendre, mais seulement à confirmer une idée déjà ancrée, peu importe les faits, devient profondément préoccupant. À ce stade, ce n’est même plus une question de débat ou de divergence. C’est le symptôme d’un enfermement. Et dans ces conditions, consulter ne serait plus un luxe, ce serait une nécessité Monsieur @PatrickMuyaya....

To those showing double standards and feigning concern for Rwandan authorities simply because the President asked them for accountability : relax. There’s really nothing to worry about! Observing leadership is not the same as bearing its responsibility. HE. Paul Kagame is not merely a symbolic figure, he is mandated by oath to ensure the well-being of the Rwandan people. This mandate demands results, and results depend on a chain of responsibility : no head of state governs alone. When individuals fail to fulfill their duties, it is not only legitimate but necessary that they be held accountable. Confusing this with humiliation or personal attack often reflects a biased, or at best superficial, understanding of leadership. A leader is not a babysitter tasked with managing sensitivities. A leader sets direction, enforces standards, and addresses failures when those standards are not met. This is precisely how teams are strengthened, refined, and prepared to succeed. It is this very culture of discipline and accountability that has enabled Rwanda to rise, to rebuild, and to achieve what many once thought impossible. Moreover, these exchanges could have easily remained behind closed doors. Their public nature sends a clear message : leadership that assumes responsibility, confronts shortcomings, and refuses complacency. In many contexts, the absence of accountability breeds mediocrity and impunity. Being called to account is not humiliation, it is a standard. What we witnessed yesterday was not a misstep, but a demonstration of rigor, a true masterclass in leadership for those able to look beyond mere emotion. Fortunately, Rwanda’s governance needs no one’s approval to keep moving forward on the path it knows is best.

📞En suivi de ma rencontre d’hier avec le ministre Ghassan Salamé, je me suis entretenue aujourd’hui avec le Président du #Liban, Joseph Aoun, qui m’a fait part de la gravité de la situation sécuritaire au Liban et des immenses défis humanitaires auxquels son pays est confronté, notamment avec le déplacement forcé de plus d’un million de personnes. Je lui ai exprimé, au nom de la famille francophone, notre pleine solidarité et volonté de contribuer - même modestement - à la sortie de cette énième crise dramatique pour la stabilité du pays. La Francophonie reste mobilisée aux côtés du #Liban et de son peuple.

So the United Kingdom signs a deal, makes Rwanda prepare, spend, and commit resources… then suddenly backs out and pretends nothing happened? 😂 Now when it’s time to pay, they hide behind excuses and politics. Classic. This is the same “rule of law” they preach agreements only matter when it suits them. Rwanda held its side of the deal. The UK? Just another case of promises made, then conveniently forgotten.
