I have a friend who constructed his mansion near a vacant plot. Two months after completion and entry, balokole put a church next to him. He endured six sleepless months. He abandoned the house, took his family to an apartment. Two years later he sold it for a song. All efforts for intervention fell on deaf ears.

The Resident Judge of Kabale High Court, Justice Karoli Lwanga Ssemogerere, together with the Assistant Registrar of Kabale High Court, HW Kenneth Tumwebaze and members of the Regional Chain-Linked Committee (RCC), including Mr. Jonathan Anguzu, the Regional Justice for Children Coordinator, on March 3, visited Rubanda Magistrate’s Court to assess its operations and engage with justice stakeholders in the district. The delegation was received by HW Isaac Rukundo, the Magistrate Grade I at Rubanda, and Mr. Gahutu, the State Prosecutor. During the meeting, HW Rukundo informed the Resident Judge that Rubanda District has already allocated land for the construction of a Chief Magistrate’s Court. He noted that the gazetted courts under the district include Bubaale, Rubanda Town Council, the Chief Magistrate’s Court, and the Magistrate Grade One Court at Rubanda District. Rubanda Magistrate’s Court has been in operation for two years and serves a large district covering nine sub-counties. The area is known for its tourism attractions and agricultural activities, which also present unique legal and administrative challenges. Justice Ssemogerere encouraged HW Rukundo to maintain strong working relationships with local district leaders, emphasizing that collaboration with local leadership is essential for strengthening justice delivery and improving coordination among justice sector actors. It was also reported that Rubanda Court has so far registered over 300 cases since its establishment. The Resident Judge urged the magistrate to exercise diligence in handling case files and managing court records, noting that proper file management is critical for effective administration of justice. Recognizing that the court already has a State Prosecutor who previously served as a police officer, Justice Ssemogerere urged him to remain professional and focused on his prosecutorial duties. He emphasized the importance of maintaining integrity and ensuring that justice is administered fairly and without compromise. The Resident Judge further cautioned court officials to handle sensitive files, particularly those involving juveniles, with utmost care and to ensure that minors are not wrongly remanded in adult detention facilities. He also encouraged the Rubanda court team to actively participate in High Court activities whenever possible, noting that such engagements, though occasional, are important for strengthening institutional coordination within the Judiciary. Court officials also highlighted several operational challenges affecting the court’s work. These included staffing gaps, particularly the need for a secretary, limited access to the Court Case Administration System (CASS), sanitation challenges especially inadequate toilet facilities, and a non-functional computer which affects administrative work. The visit formed part of ongoing efforts by the High Court Circuit and the Regional Chain-Linked Committee to strengthen coordination among justice sector institutions and enhance access to justice within Kabale High Court Circuit
