I visited Portland for work 2 years ago. Stepping over bums in the street to try to get to a restaurant. The police cars look like they were dragged out of a junk yard. Someone started speaking to me in a Russian, thought I was Russian. And the people I met/worked with at PGE were rude and full of themselves for some reason.
