@MrJamesMay That's kind of my thought. If a farm either is generationally owned, or can demonstrate a certain production level, then the tax should be lower, but if it's corporation owned, or owned and not operated as a functional farm, then nope

Thank you for your responses. It’s as I suspected. How about: generational farms can be IHT exempt in the interest of domestic carrots etc. But if a succeeding generation stops farming or sells the land for development, they can be shafted the same as the rest of us. Too naive?

@straczynski It seemed to me that ISN was the "Official Interstellar Broadcaster" for the EA, and so leased the long range communications backbone that the EA/EF used. there were probably hundreds of "local" news agencies reporting the truth, but as you said, no resources to go interstellar

That's because they didn't have the resources, transmitters, budget or license to broadcast their programs across space dozens of light years to B5; only ISN had those resources (deliberately so). TV writing rules make it difficult to discuss them without showing them.
