If banning social media for U16s means linking a profile to an ID to verify age then I think that's all the more reason to do it.

It is not a "social media ban for under 16s" : government knows that is impossible to enforce as VPNs will bypass it.
It is an anonymity ban for over 16s, meaning the real target are whistleblowers & journalists who are in danger of arrest for exposing government corruption.
