Walmart just went from capped to infinite.
By pausing H1B hiring, they’re not reducing foreign labor, they’re shifting from a capped visa to one with no limits. The L1 visa lets corporations transfer unlimited “specialized” employees from foreign affiliates into the U.S., no lottery, no quota, no $100,000 fee.
Walmart owns Flipkart and runs massive tech hubs in India, so the playbook is simple: pause H1Bs, expand overseas teams, and bring workers in under L1 transfers.

It’s not a labor shortage. It’s a shell game.
They claim it’s due to the new $100,000 H1B fee. But that’s only half the story.
Like Target, Walmart can quietly reroute the same roles through India, where it already owns Flipkart, and then transfer key people to the U.S. under L1 intracompany visas.
It’s the same tactic every globalist brand uses. Fire Americans, hire offshore, reimport the same labor under cheaper or quieter visa channels.
They’re not stopping foreign hiring. They’re just moving the shell game. Draining America one job at a time.
