When a person is unarmed and not posing a clear danger, the law does not give officers a blank check to use extreme, injuring force; that kind of conduct can violate both department policy and the Constitution. In a situation like this, the focus should be on why de‑escalation and safer control techniques were not used, and why an arrest ended with a serious injury instead of a safe resolution.
