So DOD needs $200 billion because its $890 billion annual budget cannot finance both rising personnel costs AND sufficient weaponry?
Reining in DOD's massive procurement cost overruns would help a lot here. Too bad DOGE was more focused on defunding HIV meds for poor kids.
