I don’t necessarily think Trump is a literal Russian agent, but it interesting how many of his natural and most strongly held impulses just happen to align with Russian interests, often at the expense of American interests.

By law, he can’t do it without Congress. But as commander in chief with authority to deploy forces abroad to enforce Article 5, he can do so in effect. That would certainly be the way Russia would interpret it.
