And above it all, concrete and rebar hang loose over roads and walkways where people pass underneath. Traffic and news updates roll through at 4:00 p.m., while local scanner traffic stacks up with overdoses on train platforms, robberies, shots fired, and assaults near the central city. The official chatter focuses on gas prices, national politics, and foreign wars. On the ground, the problems sit in full view a few blocks away — immediate, visible, and unresolved. Rush hour fails to show with long rows of metered spaces and surface lots in the Loop standing mostly unused. It is the height of rush hour. It’s 4:40 p.m. What do you see? No cars and no people. No cars, no people. Surrounded by empty pavement in the center of a major city, the absence itself becomes part of the story — not a fluctuation, but a condition. Conversations repeat the same barriers — waiting lists, paperwork, stalled placements — while people remain on the street within sight of empty or underused structures.
